Summary of the project

The advancement in innovative information and telecommunication technology has tremendous impacts on the shipping industry especially in the way information technology is used. The use of information systems in the Mediterranean Electronic Marine Highway (MEMH) that integrates maritime safety technologies and environmental management systems

will result in improved performance (e.g., improved situational awareness of mariners, enhanced emergency response), new capabilities (e.g., online and real time communication, enhanced monitoring system) and innovative applications (e.g. integrated modeling/forecast, risk assessment and management). The MEMH system, as developed by the AEM-MED project, is a harmonized marine information infrastructure network that integrates environmental management and protection

systems with maritime safety technologies for enhanced maritime services, integrated marine environment protection and

eventually, sustainable development of the coastal and marine resources.

The MEMO project will further utilize and expand the MEMH system with the provision of new services and too expansion of the infrastructure network and the development of a MEMH Observatory. The ultimate goal and the foundation of the MEMΟ project is the integration of innovative maritime and environmental management technological tools to maintain

and expand the marine information infrastructure for enhanced maritime safety and sustainable development of coastal and marine resources in the MED. System integration with new additional services and tools will ensure that technologies are adapted with appropriate calibration, quality control and reliability. The project will be implemented through the transnational cooperation that will provide the exchange of know-how and best practices in order to establish a harmonized data exchange

system, integrating maritime, environmental and risk management information systems, including preparedness and early response parameters. The partners combined expertise as well as their complementary fields of activity will be exploited in order to enhance existing infrastructures and social capital. Towards that end, a more coherent research of the State-of-the-art marine safety technologies and guidelines will be pursued as well as primary research to identify & analyze best practices of integrated systems, Maritime Safety Guidelines, local/ regional/ national maritime risk assessment and oil pollution

contingency plans, aiming to support the perspectives for the establishment of the MEMH Observatory. The main responsibilities of the MEMH Observatory will be to monitor the implementation of measures adopted by a harmonized

Mediterranean maritime traffic surveillance and monitoring system; to compile statistics on the nature and extent of shipping and the amount of cargo being transported in the Med space and to maintain a technology watch in the field of maritime safety.


Objectives:

The MEMO project aims to develop a transnational initiative for implementing the Mediterranean Electronic Marine Highway (MEMH) Observatory focused on mitigating maritime risks, improving maritime safety and promoting sustainable territorial development of marine and coastal resources. Beneficiaries include the littoral states port operators, shipping companies, governmental bodies, local and regional authorities, NGOs, coast guard, etc). General objectives: -To promote transnational initiatives for common surveillance, monitoring, information and communication systems improving a shared knowledge of maritime traffic and risks in the MED -To elaborate on transnational strategies and intervention plans improving coordination and exchange of harmonized data between competent authorities in the maritime sector -To pool and share resources and tools (technical means, exchange of competences, use of innovative technologies) for prevention, alert, warning, control, management and monitoring of risk in maritime transport and industrial activity Specific objectives: -To further utilize the results of the AEM MED project -To provide horizontal and vertical enhancement of the established MEMH system to new areas and services respectively by introducing innovative technical characteristics and parameters. -To establish the MEMH Observatory -To measure, demonstrate and evaluate the benefits brought by the MEMH system to maritime safety stakeholders in particular and the MED economy in general.
